18 Dec 2011-Communiqué of the Inaugural Meeting of the Joint Commission of the DDPD

Khartoum, 18 December 2011-

1.The DDPD Joint Commission held its inaugural meeting on 18 December 2011 in Khartoum. The meeting was chaired by the African Union-United Nations Joint Special Representative Professor Ibrahim Gambari, and was attended by the signatories to the DDPD (Government of Sudan and Liberation and Justice Movement) and the State of Qatar, the League of Arab States and the European Union as members of the Commission. China and Canada were in attendance as observers.

2.The meeting considered a report presented by the Chairperson of the Ceasefire Commission (CFC), Lt. Gen. Patrick Nyamvumba on the security situation in Darfur and the status of the implementation of the provisions of the permanent ceasefire and final security arrangements of the DDPD. 

3.The Commission adopted the rules of procedure as provided for in the DDPD and , without prejudice to paragraph 371 of the DDPD, agreed that meetings could be held as and when necessary as determined by the Commission. The Commission also agreed that field visits be arranged for the members and observers to have a better appreciation of the situation on the ground.

4.The parties agreed in principle that the issue of the LJM forces outside Sudan will be positively considered by the parties in a manner to be mutually agreed upon by them. In this regard, LJM will submit as soon as possible names and materiel of its troops outside Sudan to the Government party and inform the CFC accordingly. 

5.On the issue of LJM political prisoners, the Commission agreed that the matter be referred to the Government of Sudan – LJM Joint Technical Committee on Political Prisoners for its early consideration and the Joint Commission informed accordingly.

6.The Commission noted the critical importance of the initial verification exercise in the work of the CFC. In this regard, LJM agreed to submit to the CFC the list of their representatives in the Ceasefire Team Site Groups without any further delay.

7.The Commission took note of a number of unresolved administrative and logistical issues related to the participation of parties’ representatives and agreed that these should be raised in and addressed by the CFC. 

8. Finally the Commission commended the Parties for their spirit of cooperation and commitment to peace in Darfur and encouraged them to ensure the full and timely implementation of the provisions related to the permanent ceasefire and final security arrangements.
