On 6 December 2018, the Government of Sudan, Justice and Equality Movement (JEM) and Sudan Liberation Movement (SLM/Minni Minawi) signed a pre-negotiation agreement in Berlin, Germany, to pave way for talks on substantive issues on the basis of the Doha Document for Peace in Darfur.
